การเขียนรายงานมีขั้นตอนในการเขียนได้ดังนี้
๑.  การกำหนดข้อเรื่อง ต้องเป็นเรื่องที่น่าสนใจ เรื่องที่ผู้ทำรายงานมีความรู้ความสามารถ และสามารถหาแหล่งความรู้ได้
๒.   ขอบเขตของเรื่อง ก่อนที่จะทำการเขียนรายงานต้องทำการกำหนดขอบเขตของข้อมูล ครอบคลุมทุกข้อของรายงาน แต่ละข้อต้องมีความสัมพันธ์กันอย่างดี การลำดับเนื้อหาสอดคล้องกัน
๓.  แหล่งข้อมูล หรือแหล่งความรู้ ผู้เขียนรายงานจะต้องสำรวจแหล่งความรู้ที่จะใช้ศึกษาค้นคว้าเรื่องที่จะเขียนรายงาน อาจใช้วิธีการค้นคว้าจากหนังสือ หรือเอกสารในห้องสมุด การสัมภาษณ์ผู้ที่มีความรู้ในแขนงนั้นๆ  การใช้แบบสอบถาม การทดลองปฏิบัติ หรือ   การศึกษาดูงานด้วยตนเอง
